What it does

Enforced, read-only conformance gate. Fires privacy, accessibility, ai-output, seo, supply-chain, security and quality reviewers on the surfaces a diff touches, and blocks the push until every fired reviewer returns VERDICT: PASS. Hands off to gstack's /ship when installed.
